Article 1 - Name
The name of the organization will be the Romanian Student Association at
Rutgers , with the acronym RSA.
Article 2 - Purpose
The purpose of RSA shall be:
- To promote fellowship among the Romanian community at Rutgers and other
students, faculty, or staff interested in Romania, its language, history,
and culture.
- To welcome and counsel all newly arrived or prospective Rutgers Romanian
students.
- To promote social and educational activities among the Rutgers community
related to Romania and its culture.
Article 3 - Membership
- Member of the RSA can be any Rutgers Romanian (or Romanian descendant)
student, faculty, staff member, or alumni.
- Admission shall be made upon request and shall be approved by the Executive
Committee.
- Members have the duty to comply with the RSA Constitution.
- Any RSA graduate student member is a full member of RSA. Full members can
vote and be elected as RSA officers.
- Any RSA undegraduate student, faculty, staff, or alumni member is an
associate member of RSA. Associate members are not allowed to vote or be
elected as RSA officers.
Article 4 - Structure
- Policy decisions are made by the Executive Committee. The Executive Committee
is composed of the following officers elected from the full members of RSA:
- President,
- Vice-President,
- Treasurer.
- The term of office for all members of the Executive Committee shall be one
year.
- No officer shall hold two or more offices simultaneously.
- The decisions of the Executive Committee are taken with the approval of at
least two of its members.
- Each year, the Executive Committee shall present a complete report of the
RSA activities during the past year to all the members.
- The members of the Executive Committee share the responsibility of organizing
RSA events. In addition, they have the responsibilities described below:
- The President shall be the chair of the Executive Committee and the
official representative of RSA in Rutgers GSA. During the absence of
the President, he/she is temporarily replaced (in this order) by the
the RSA Vice-President or RSA Treasurer.
- The Vice-President shall keep record of the decisions taken by
the Executive Committee and by General Meetings. Additionally, he/she
shall maintain the RSA website and manage the RSA mailing list.
- The Treasurer shall be responsible for the RSA funds and shall pay
the bills under the direction of the Executive Committee.
Article 5 - Meetings
- The Executive Committee shall meet at least once per month.
- General Meetings shall be held at least twice per year. General Meetings
shall be scheduled during the Spring or the Fall Term and should be
announced at least seven days in advance.
- The majority of the Executive Committee or one third of the full members
may call a General Meeting.
Article 6 - Elections
- General elections for the Executive Committee shall be held once per year,
during a General Meeting.
- Only RSA full members can candidate for positions in the Executive Committee.
- The voting process shall be secret.
- General elections for the Executive Committee must be held with a quorum of
at least the majority (half plus one) of the RSA full members. If a quorum is
not obtained at the election meeting, general elections shall be postponed by
no more than fifteen days. A quorum shall not be required for the
rescheduled general elections meeting.
- To be elected, a candidate shall obtain the absolute majority of the votes.
If a first round vote does not produce a winner by absolute majority, a
second round shall be held between the two most voted candidates.
- There shall be no voting by proxy or mail.
Article 7 - Resignation and Removal from Office
- The removal from office of an Executive Committee member can be pursued with
the approval of the majority of the full RSA members, during a General
Meeting specially organized for this purpose.
- New elections for an open Executive Committee position shall be held at the
next General Meeting.
Article 8 - Constitutional Amendments
- The majority of the Executive Committee or one third of the full members may
propose a constitutional amendment. The proposed amendment has to be posted
two weeks in advance of the General Meeting which will discuss it.
- The amendment can pass by the vote of two thirds of the RSA full members.
- The voting process for constitutional amendments shall be open.
- Full members unable to attend a General Meeting that will discuss
constitutional amendments shall be able to vote by sending a letter to the
Executive Committee.
